Before Department of Energy Security Clearance cases were numbered starting with PSH (for Personnel Security Hearing) they were labeled with TSO.

Of course the regulations at 10 CFR 710 have changed significantly since 2007 and the old Criterion listings are no longer used. The Criterion listings were mostly if not entirely duplicative of the Adjudicative Guidelines, but identified differently from the Adjudicative Guidelines. The Adjudicative Guidelines have also been updated since then as well as the Continuous Evaluation program being implemented.
